Snr Manager: Community Safety

Job Description

Reporting to the Portfolio Head: Health, Community Services & Inclusivity, the incumbent will lead local government in providing solutions and improving performance in the area of development & enforcement of by-laws, supporting overall law enforcement, supporting the protection of municipal assets and infrastructure in relation to theft and vandalism.Amongst other responsibilities, the successful incumbent will be expected to perform the following responsibilities:Provide ongoing analysis of the key challenges, needs and trends in area of Community Safety, Policing and Enforcement, to ensure that local government strategies and programmes are appropriately designed (with regards to both policy response and effective models of service delivery)Representation on key platforms related to the development of integrated communities; provide high quality advice on the legislative and regulatory framework of local government in particular, and of the role and impact of the other spheres of government at the local level, on those issues pertinent to area of Community Safety, Policing and EnforcementProvide management, legal and constitutional advice and support to municipalities; facilitate the implementation of the capacity building strategy and associated programmes in municipalities; facilitate training programmes/ peer learning sessions in the areas of focus/ professional disciplineEnsure the development and maintenance of sound relationships with relevant stakeholder groups (including civil society and community-based organisations, locally and internationally); identify and target potential donor organisations that could partner effectively with SALGA and develop and prepare fundraising proposals and assist in the management of local government/provincial/national government interface in relation to the area of Community Safety, Policing and EnforcementGeneral Management which includes people management and promoting a high-performance culture, financial and budget management, corporate governance and risk management, and stakeholder management.

Responsibilities + Skills

Education

An appropriate postgraduate qualificationA Valid Code 08 drivers license and own vehicle

Experience

At least 5 years experience at management levelKnowledge of government policies and legislation and related local government practices in areas of community safety & assets protection
